Under the consent decree, New Jersey's state troopers must not use race or ethnic origin as a factor in selecting vehicles for traffic stops or making searches or arrests, except when looking for a specific suspect. They must document the race, ethnic origin, and gender of all drivers stopped, the reason for each stop, and any action taken after the motorist was pulled over. Furthermore, the state is required to improve its training, review officers' reports and impose counseling or additional training when there is cause for concern, and institute a toll-free number for complaints.
